What is the goal of the Acid Rain Program?

The emergence of many industrial power plants has contributed to increased air pollution due to the emission of Sulphur dioxide, SO2 and Nitrogen oxide gases. The Acid Rain Program was implemented with the main goal of significantly reducing the emission of SO2 by at least half the level of the total emissions in 1980.

Two phases

This goal was meant to be attained in two phases. The 1st phase was to run from 1995-1999. This 1st phase was mainly concerned with emissions from plants that burnt coal found in the East and Midwest.

The 2nd Phase

The 2nd Phase, started in 2000 and increased the number of industrial plants that were affected. This phase also saw the emergence of even stricter emission limits for the affected plants.

Are there trading emission allowances by the Acid Rain Program?

The Acid Rain Program does set a general emissions cap and gives each plant a particular number of allowances based on that cap. The emission allowance gives the plant the right to emit a maximum of one ton of SO2. This is like an acknowledgement from the government that logically, there must be at least some degree of pollution by these plants. It is the amount of pollution that is being regulated and monitored by this program.

How are the emissions measured?

The emissions from industrial plants that are regulated by the Acid Rain Program are basically being monitored by the Continuous Emissions Monitoring system (CEM). The plants are supposed to report emissions every quarter to the Environmental Protection Agency which then enters the data in the Emissions Tracking System. Every end of the year, the number of emissions of each plant is then compared to the allowances it was given initially. If they do not match up, the plant will then be subjected to penalties.

There are several ways in which industrial plants can reduce emissions of SO2. This can be done through the switching of fuel. Most plants that use fuel like charcoal that emits Sulphur dioxide, they can opt to switch to use clean fuels like natural gas and even hydro-electric power.

This will significantly reduce the amount of SO2 emissions. Plants can also opts to use energy sources that are renewable. Renewable sources of energy like wind and solar would be a very efficient way to reduce pollution.

In conclusion, the Acid Rain Program was initiated to help reduce the amount of sulphur dioxide and nitrogen oxide pollution by industrial plants. This is one of the moves to attain and maintain a sustainable environment.
